Twenty-two pages in our PS5 catalogue carry Steam's City Builder tag and have at least one live offer today, 9 September. All twenty-two are below. Next to each name you get the same two things: the Steam verdict of the PC version, as a raw count instead of a percentage, and what the PS5 page is charging right now.
Steam does not collect reviews from console releases. Every verdict here belongs to the PC version of the same game, never to the PlayStation one, and where the sample is too small to mean anything I say so rather than dress it up.
The tag is also generous. Two of these twenty-two are role-playing games and two more are strategy rather than construction. I flag them when they turn up.
The three things a PS5 page is actually selling you
On PS5 the smallest number on a page is usually not a copy of the game. Three different products sit in the same price list, and they are worth pulling apart before you look at a single figure.
An offer marked Account is a username and a password. Somebody else made a PlayStation account, bought the game on it, and now rents you the login. Difmark sells most of them here and it is the cheapest thing on nearly every page. The game never lands in your profile, and the day the owner changes the password there is nobody to complain to.
A PSN code is the one you redeem yourself. This genre is luckier than most on PS5: nine of the twenty-two pages carry a real resale code, so there is usually an honest way in. Watch the region, because European and US codes sit side by side and a European account will not take a US one.
Then there is the box from Amazon, Media Markt, PCcomponentes or Fnac. Yours, no region to match, and on three of these pages cheaper than the official download. I come back to those three at the end.
Prices are the ones our pages show, with the discount already taken off. Every Difmark figure includes our Gocdkeys code; where a shop needs a different one, I name it in the same sentence.
The big builds and the coldest one
Cities Skylines 2 is the Colossal Order and Paradox sequel to the builder everyone used to default to, and it carries the hardest verdict on this list over the largest sample: Mixed, 36,463 of 63,970. That weighs more than a Mixed built on forty reviews. Difmark's account is €14.69 with the Gocdkeys code and Getagame asks €39.99 for another one. The first copy that stays yours is the Day One edition at €49.99, at Amazon DE or Media Markt ES, while the PlayStation Store wants €69.99 for the PSN code and PCcomponentes and Media Markt list the Premium at €84.30 and €84.99. Paying Sony €69.99 for a game with that review count behind it is a decision, not a purchase.
Frostpunk 2 continues the 11 bit studios city in the ice, and its Steam sample is a serious one: Mostly Positive, 15,427 of 20,847. Difmark's account is €18.89, Kinguin's is €30.11 with JULGOC10, and the Amazon ES disc at €40.89 is the first thing on the page that ends up in your hands. The PlayStation Store code is €44.99, the Deluxe €74.99, and Amazon DE has a Collector's edition at €89.99.
Anno 117: Pax Romana takes the Ubisoft Mainz series into the Roman empire and it is the only page of the twenty-two where the cheapest offer of all is also a copy you keep: the Amazon ES disc, European region, at €29.99. Above it sit Difmark's shared account at €40.31 with the Gocdkeys code, the PlayStation Store PSN code at €41.99, and a Kinguin Gold edition at €70.42 with JULGOC10 that is US region. Mixed on Steam, 8,361 of 12,118. Buy the box and stop reading that page.
Parks, dinosaurs and paying customers
Jurassic World Evolution 2 is Frontier's dinosaur park builder and the best reviewed of its own family: Very Positive, 35,640 of 39,600. It also has the widest gap here. Difmark's account is €6.04 with our Gocdkeys code, G2A has another at €9.10 and Getagame one at €16.99, but the first real copy is the Amazon ES disc at €44.15, seven times the cheapest number on the page. The PlayStation Store asks €59.99, or €69.99 for the Deluxe.
Jurassic World Evolution 3 keeps the same job and the same studio, and Steam likes it just as much: Very Positive, 10,537 of 11,330. The box wins again. Amazon FR has the disc at €42.34 while the PlayStation Store wants €59.99 for the download, with Amazon DE and Amazon ES both at €49.99. Underneath, Difmark's account is €29.06 and Kinguin's is €35.10 with AUGGOC10.
Planet Coaster 2 is the rollercoaster half of Frontier's catalogue. Mostly Positive, 9,626 of 13,008, and its page is the tidiest in the article: a GamesPSN account at €16.78, Difmark's at €16.79, and the official PSN code at €27.49. Little more than ten euros between somebody else's login and a code in your own account. Not much of a saving to gamble on.
Planet Zoo 2 is the newest Frontier page of the three and the only game here with no verdict at all. Steam has not collected a single review of the PC version yet, so there is nothing to quote and I am not going to make one up. Difmark's account is €33.59 with the Gocdkeys code; the PlayStation Store code and the PC version on Steam both ask €49.99.
Two Point Campus hands you a university to run, in the comic register Two Point Studios has kept since the hospital. Very Positive, 5,112 of 5,809. It is also the sharpest example of the day: PCcomponentes has the disc at €9.21 while the PlayStation Store still charges €29.99 for the same game. The Amazon UK Enrolment edition is €9.33 and the Amazon DE one €10.54, Amazon FR asks €17.97 and Getagame's account €21.79. Only Difmark's €3.77 account comes in under the disc, so for €5.44 more you own the thing.
Villages, colonies and getting through the winter
Against the Storm: Keepers of the Stone is the page anyone who reads price lists for a living will enjoy most. It is the only one of the twenty-two with no shared account anywhere on it: four offers and all four are PSN codes. Eneba's European code is €3.51 with GOCDKEYS10, Gamivo's is €3.77 with GCDKGamivo, Kinguin's is €7.18 with JULGOC10 and the PlayStation Store asks €9.74. That €3.51 is the lowest number in the whole article and it is a code you redeem yourself. Eremite Games' settlement builder, published by Hooded Horse, is Very Positive on Steam with 323 of 394, a small sample that I would not lean on too hard, though the offers do not depend on it. If one page deserves the click it is this one: buy Against the Storm Keepers of the Stone key.
Sengoku Dynasty, Superkami's entry in the Toplitz Dynasty line, is set in feudal Japan and has the most crowded page of the twenty-two: ten different PSN codes. HRKGame opens at €20.38 with Gocdkeys12, then Driffle €20.43 with GOCDKEYS10, Eneba €20.73 with Gocdkeys10, Kinguin €21.45 with SEPGOC10, Instant Gaming €21.89, G2A €22.33 with GCKG2AG3X7P, Gamivo €22.80 with GCDKGamivo, Cdkeys Com €23.59 and Difmark's own digital offer at €27.22, with the PlayStation Store at €29.99. Difmark's shared account is still the cheapest thing there at €11.42, but with ten codes fighting each other, paying nine euros more for one that is yours is easy to justify. Mostly Positive, 4,866 of 6,575.
Gord is Covenant.dev's dark village builder, published by Team17, and Steam is unconvinced: Mixed, 428 of 808. Three offers only. Difmark's account is €7.55, Kinguin's European PSN code is €22.50 with JULGOC10 and the PlayStation Store asks €34.99. Fifteen euros between the two, which makes the code a real decision rather than an obvious one.
War Hospital puts you in charge of a field hospital rather than a factory, which is how it caught the tag. Brave Lamb Studio built it, Nacon publishes it, and the verdict is Mixed, 602 of 1,003. Difmark's account is €19.40, the Amazon UK disc €28.99, Kinguin's account €30.30 with JULGOC10, and Amazon ES and the PlayStation Store both ask €39.99.
Driftland: The Magic Revival, from Star Drifters, is built on floating islands and is the second page here with no shared account on it. Kinguin's European PSN code is €13.49 with AUGGOC10 and the PlayStation Store asks €19.99. The odd number is the third one: the PC version on Steam costs €16.99, three euros less than the PS5 code for the same game. Mostly Positive, 1,049 of 1,437.
Small pages and very small samples
Tattoo Tycoon, by CrazyBunch for HandyGames, has the smallest sample in the article by a distance: Mixed, 23 of 37. Thirty-seven reviews are not a verdict, they are four opinions in a room. Difmark's account is €18.47, Kinguin's European PSN code €20.69 with JUNGOC10 and the PlayStation Store €29.99. Two euros and change between borrowing the game and redeeming it.
Disco Simulator, from Games Incubator, is the clearest do-not-gamble case on the list. Difmark's account is €6.42, Kinguin's European code is €8.09 with JUNGOC10 and its US one €8.91, and the PlayStation Store asks €14.99. One euro sixty-seven separates a borrowed password from a code with your name on it. Mostly Positive, 103 of 145, and 145 reviews is a small sample.
Rise of Industry 2, from SomaSim and published by Kasedo Games, does the same thing with even less money in between: Difmark's account is €9.90 and Kinguin's European PSN code €10.76 with JUNGOC10. Eighty-six cents. The PlayStation Store's €34.99 is what both of them are undercutting. Mixed, 86 of 153, which is thin.
Farm Manager World, by Cleversan Games, is the one where the region bites. The cheapest offer is a Kinguin PSN code at €12.96 with JUNGOC10, but it is US region and a European account cannot always redeem it. Difmark's account is €15.53 and the European Kinguin code €16.19, which is €3.23 above the American one. The PlayStation Store asks €24.99. Mixed, 410 of 603.
Republic of Pirates, from Crazy Goat Games and PQube, is the rare page where the official shop wins on merit: the PlayStation Store code is €17.49 and Kinguin's European code is €18.81 with JULGOC10. Difmark's account undercuts both at €15.03, and the boxes climb fast: Amazon FR €23.87, Amazon DE €26.15, Amazon ES €44.90. Mostly Positive, 292 of 417, small sample again.
Four games the tag swept in
Sid Meier's Civilization VII is a 4X game rather than a city builder, and it sits here because Steam tags are written by players and not by a librarian. Firaxis and 2K, Mixed, 21,351 of 44,481, which is a lot of unhappy people for a Civilization. Difmark's account is €28.55, Kinguin's is €32.95 with JULGOC10, and the PlayStation Store wants €69.99. No resale code, no box: on PS5 the only way to own it goes through Sony.
Age of Empires II: Definitive Edition is real-time strategy, also not a builder, and it holds the best verdict in the article by a distance: Very Positive, 149,217 of 158,742. World's Edge and Xbox Game Studios have kept it going far past the point anyone expected. Difmark's account is €23.51 with our code, and after that there are only the three PlayStation Store editions at €39.99, €59.99 and €99.99.
FANTASY LIFE i: The Girl Who Steals Time is a LEVEL5 life RPG, and the tag has plainly stretched to reach it. Very Positive, 10,667 of 11,722. Difmark's account is €40.31 and the PlayStation Store has two editions, €59.99 and €69.99. Nothing else on the page.
Atelier Resleriana: The Red Alchemist and the White Guardian is a KOEI TECMO alchemy JRPG, a long way from anything you would call a builder. Very Positive on a modest sample, 634 of 712. Difmark's account is €40.31 and the PlayStation Store lists €59.99, €69.99 for the Deluxe and €99.99 for the Ultimate.
Three pages where the box beats the download
Two Point Campus: €9.21 at PCcomponentes against €29.99 in the PlayStation Store. Anno 117: €29.99 at Amazon ES against €41.99. Jurassic World Evolution 3: €42.34 at Amazon FR against €59.99. Three games where the plastic costs less than the download of the same thing, and stock is the only reason those numbers are still up.
Three names, if you want them narrowed down. Against the Storm at €3.51 with GOCDKEYS10 at Eneba is the cheapest honest offer in the article and the only page with no borrowed logins on it. Two Point Campus at €9.21 is a copy you keep for under a third of what Sony charges. Age of Empires II has a review count nothing else here comes near, and if €39.99 feels steep for a game this old, that is a fair argument about the price and not about the game.
For the other nineteen, one habit is enough: check what the offer is before you check what it costs.
