CONTROL Resonant arrives on 24 September, developed and published by Remedy Entertainment. That date and the asking price are the only hard facts anyone has right now. There are no user reviews on Steam, for the obvious reason that nobody outside the studio has played it, and no critic verdict either. Anybody telling you today whether it is worth 59.99 EUR is guessing.
The money side we can actually measure. List price is 59.99 EUR on PC, PS5 and Xbox, and only one of those three has anything below it.
The PC discount and where it comes from
The cheapest PC copy today is € at Cdkeys Com, a Steam Key you redeem on your own account. That is 18.70 EUR under the 59.99 EUR asking price, a 31% cut.
Kinguin comes next at 46.99 EUR, also a Steam Key. After that the savings thin out fast: G2A has copies at 53.00 EUR and 53.98 EUR, while Steam and Greenmangaming both hold at the full 59.99 EUR.

Five PC offers cost more than the official store
Eleven offers across six stores is a thin field, which is exactly what you expect weeks before release. It also breaks the reflex that comparing always saves money. Five of those eleven ask more than Steam's own 59.99 EUR:

G2A carries that 65.31 EUR offer twice, and Difmark is asking roughly 31 EUR more than the publisher's own shop. Sellers set what they like and some of these are gift copies with their own rules, so there is nothing sinister going on. It just means the store name tells you very little at preorder time. Read the number first.
Why a Steam Gift is not the same purchase
Two of the cheaper-looking PC entries are Steam Gift: the 53.00 EUR one at G2A and Kinguin's 66.39 EUR. With a gift the seller pushes the copy onto your Steam account instead of handing you something to redeem. Region limits work differently, so does any dispute, and on release day the seller still has to actually deliver.
PS5 preorders: three offers, one price
PlayStation gives you nothing to compare. The three offers on the PS5 page come from three different stores and all sit at 59.99 EUR: Difmark sells an account, Fnac ES has a physical edition, and the PlayStation Store has the PSN Key. Same money whichever you pick, so the only decision left is what you actually want to end up with.
On Xbox nothing goes below the list price
Xbox is the shortest story of the three. Three offers, three stores, every one of them at 59.99 EUR: Difmark with an Account Series X, Fnac ES with a physical edition, and Microsoft Store ES with the Xbox Series Key at . Microsoft has the code, and it costs exactly what Remedy asks. Preordering on Xbox saves you nothing today.
Short version: on PC there is a real 31% to take before launch. On console, preordering today just gets you into the queue earlier.
