Steam has knocked 90% off Kingdom Two Crowns until 22 October, so Fury Studios' game costs €1.99 (no fees) instead of €19.99. That would normally be the moment to check the key shops for something even lower. This time it barely pays off. The cheapest proper copy we found this morning is on GOG, a GOG Key for €1.82 (no fees), and every reseller selling Steam Keys ends up above Steam once card fees are added.
Where is Kingdom Two Crowns cheapest this morning?
On GOG, by 17 cents. The GOG version is DRM-free: you buy it, download the installer and keep it, with no client checking your licence. If you want the game in your Steam library instead, buy it straight from Steam at €1.99 (no fees). Both are fine choices at this price.
Kinguin, K4G, Driffle, Eneba: every reseller costs more than Steam
With coupons, the base prices look a few cents lower than Steam's. Then the payment fee lands on top:

So the cheapest reseller key is 28 cents dearer than buying on Steam. Paying a marketplace more for a code that Steam itself sells for less makes no sense, at least while the sale lasts.
The Steam Gift that saves 7 cents
There is one offer below GOG. Kinguin has a Steam Gift for €1.30 with coupon OCTGOC10 (€1.75 with fees). A gift is a Steam present the seller sends to your account, rather than a code you redeem yourself. It is 7 cents cheaper than GOG and 24 cents cheaper than Steam. For that difference we would go with GOG or Steam.
Planning to buy the DLC? Stick with Steam
GOG has one catch. Buy the base game there and the expansions have to come from GOG too, because Steam DLC cannot be added to a GOG copy. On Steam the add-ons are also discounted today (no fees on any of them):

If Call of Olympus is the one you want, the Olympus Edition bundles it with the game for €8.08 (no fees) instead of €26.98. Bought separately, the two would cost €8.98. Going all in? The Kingdom Coronation Collection, nine items in total, is €22.23 (no fees) instead of €62.03.

Our price history for this game covers 727 days, the earliest from seven years ago. Before this morning, the lowest key price we had logged was €2.04, and that was only yesterday, 8 October. The median is €3.32. Both figures exclude fees and coupons, and since GOG's €1.82 carries neither, the comparison holds: today's price is the lowest we have on record.
