Short version first: the cheapest plain code for the base game is on PC, the new story content is a second purchase on top of it, and neither of those two things is true in the same way on console. The console boards tell a different story, and on PlayStation they barely tell one at all. Here is what our board actually holds for each platform, and what the amounts on it mean.
Cost of Hope has its own listing, and its own amount
The expansion is not folded into the base game. It sits on the board as a product of its own, with its own sellers and its own spread, and the cheapest plain code on it is € (with coupon Gocdkeys12) at HRKGame. The base game is a separate line entirely.
That matters for anyone coming back after a long break. The update that landed alongside the expansion costs nothing and needs no listing: it arrives through the launcher. The story content does not. If you already own the base game, the expansion listing is the only thing you need to look at; if you do not own anything yet, you are looking at two amounts, not one.
The PC route, two purchases and one launcher

What each platform asks for the same Zone
The console listings are filed under the short name and the PC one under the full title, but it is one game. Side by side, at whatever the board says right now:

Two things jump out of that table. The expansion has no console line on our board, so a console owner who wants the story content is buying it from the platform's own store at whatever that store asks. And the PC base game is the cheapest plain code of the three, which is the opposite of what people usually assume about a game this heavy.
On PlayStation the board has nothing to sell you
This is worth stating plainly because it changes the decision. Every live line on the PS5 listing is an account offer. There is no code, no gift, nothing you redeem on your own profile. Do I need the base game to play the expansion?
Yes. Cost of Hope is story content that hangs off the base game; the code for it is worthless on its own. If you are starting from nothing, budget both lines.
Does an old save still work?
Saves from earlier versions generally survive the big patches, but a heavily modded install is a different matter: mods built against an older build are the usual reason a returning player's game stops launching. Disable them first, then add them back one at a time.
Is the Xbox listing the same game as the PC one?
It is. The console entry carries the short name and the PC entry the full one, which is a naming quirk of the stores rather than two products.
