Set in early 21st century America, X-COM: Enforcer thrusts you into the role of a cutting-edge combat robot created by a lone X-COM scientist to combat an alien invasion. Built from earthly robotics and reverse-engineered alien technology, the Enforcer is humanity's last line of defense against extraterrestrial forces terrorizing the population. The game abandons the tactical strategy gameplay of previous X-COM titles in favor of pure arcade-style action.

Gameplay centers on fast-paced third-person shooting across approximately 40 missions set in diverse urban environments—city streets, rooftops, and underground sewers. Each level presents waves of alien enemies and destructible environments, with combat emphasizing continuous forward momentum and weapon variety. The action remains relentless, with the screen constantly packed with targets and explosions.

A key mechanic involves collecting research data points from defeated enemies between missions. This research system unlocks weapon upgrades and equipment enhancements, allowing you to progressively strengthen the Enforcer. Unresearched alien artifacts discovered during missions branch out new research paths, encouraging exploration and replay. Occasional puzzle-solving sections break up the action sequences, adding minimal strategic depth to the otherwise straightforward shooter design.

Powered by the Unreal Engine, Enforcer delivers solid technical performance for 2001, with varied alien designs and well-drawn locales. The game supports both single-player campaign and multiplayer modes, offering extended value beyond the main story. While critics noted the gameplay leans toward repetition and lacks the sophistication of earlier X-COM games, the title delivers consistent arcade fun for players seeking pure action over tactical complexity. This represents a significant departure from the series' strategic roots, making it a distinct spin-off rather than a direct sequel.
