Outbuddies DX is set in Bahlam, a sunken city of the Old Gods located deep in the South Atlantic Ocean. The protagonist, Nikolay Bernstein, an adventurer and maritime archeologist, survives a shipwreck and wakes up 36,000 feet under the sea. You share your fate with a friendly tribe of mining creatures, the Wozan, who fear the Old Gods and strive to get back to the surface since their ancestors had been enslaved 5000 years ago. Some of them were able to flee and founded secret colonies deep inside the sunken ruins, others are still exploited by the hostile creatures that have overtaken the city since the Old Gods suddenly disappeared.

With its non-linear gameplay, players can finish the game however they want to, either taking their time searching every nook and cranny of the underwater city or rushing and dashing through each of the game's five unique locations. The world is broken up into five different biomes each consisting of many small, interconnected areas of varying sizes. Each of the biomes features a unique aesthetic, different enemy types, hazards and each has a boss to defeat. It'll take roughly 10 hours to simply explore the whole thing and at least a handful more to discover every secret within.

The player starts off the game with the ability to run, jump, dodge roll, wall jump, crawl as well as swim underwater and soon after unlocks a projectile weapon and an ability to plant bombs with many more combat and exploration oriented upgrades to come.
