
One Piece Odyssey only escapes 30 FPS on PC; on console PS5 wins by a small margin.
It is the only version not nailed to 30 FPS: PCGamingWiki confirms 60 and 120 FPS support alongside 4K. There is no ray tracing and no upscaling, but neither is needed, because the console bottleneck here is frame rate, not resolution.
PS5 and Series X share the same two modes, quality at 2160p and performance at 1080p, and both run at 30 FPS. PS5 takes it thanks to better shadows, slightly less pop-in and quicker loading.
Series S has a single 1080p mode and lowers vegetation and draw distance. On PS4 and PS4 Pro the image is nearly identical, since Pro shares the internal resolution of PS4 and only gains some sharpness.
⚠ The console performance mode does not raise the frame rate: it drops to 1080p and still runs at 30 FPS.

No. Both PS5 and Series X modes run at 30 FPS, and so does Series S. The performance mode only drops the resolution to 1080p, it does not raise the frame rate.
