Mesmer is a social survival simulator set in a decaying city-state ruled by an oppressive king. The king has failed his people, turning his nation into a police state with citizens struggling under rationing and curfews. Farmable land has been converted to fields of Paciflowers—a plant with mind-bending capabilities—and dissenters are subjected to "Horsing," a mind control method using spite masks filled with Paciflowers.

You play as Teri De Belle, a fearless adventurer branded an enemy of the state who is pressured into becoming a revolutionary leader. The core gameplay involves running around an open city to influence people and factions while keeping a low profile. Much of the gameplay revolves around a spin system where NPCs set individual "convinced" prices; players spin a wheel and try stopping it strategically, with better odds based on social standing, bribes, threats, and blackmail.

The game features multiple factions including the Underworld—ruffians and the downtrodden opposed to the king's law—where subterfuge, deception, and quick fingers are key skills. The Nobility are aristocratic royalists who hold power through bloodline, though even they harbor doubt in the king. Merchants are wealthy shop owners and landlords unhappy with the king's taxation. The Artisans are painters, poets, and academics advocating for freedom and liberty.

Mesmer is a challenging social survival simulator that offers replayability, allowing players to learn from past mistakes and make each playthrough different. The game uses principles of a living, dynamic world set in a populated city with a unique dialogue system, naturally evolving city-spanning social network, and a narrative that carries on regardless of what happens to individual characters. This title appeals to strategy enthusiasts and players seeking narrative-driven experiences where social manipulation and careful planning matter more than combat.
